Symptoms of decline in time of pandemic share are similar to seeds for a civil war

The article below is an opinion of the poor response to the current coronavirus pandemic.

Partisan division in a small factor but a bigger one is racial and ethnic division that leads to an incapacity to provide public goods and work for the common good.
